Bell, John Wm., Warden 1879

Occupation: Teacher, farmer, politician. Bell was Warden during the one of the biggest scandels involving the County, the investigation into County finances that led to the resignation in 1879 of the County Treasurer, Edmund J.G. Hooper. Bell was a devout Methodist and very active member of the Orange Order. Although in many ways an unremarkable man, he was immensely popular in Lennox and Addington. He decided to enter Federal Politics in 1882, as a Macdonald Conservative. He won four elections (1882, 1887, 1896 and 1900) and lost only once (in 1891). He is best known for his opposition to the Separate Schools, standing against official Conservative Party strategy. The Orange Order opposed Separate Roman Catholic Schools and Bell rightly saw that it was politically safer to oppose Macdonald than to oppose the Orange Order. He is also remembered locally for securing funds for the Napanee, Tamworth and Quebec Railway extensions. There is an excellent biography of John Wm. Bell by James A. Stevenson, John, Warden, the first Warden of Lennox and Addington after it separated from Frontenac, 1863-1865

Occupation: Merchant & manufacturer, involved in everything from pianos to toll roads, but made most of his money in the lumber business. MLA, First Speaker of the Province of Ontario after Confederation (1867-1871). Stevenson was a moderate Reformer by inclination, but disliked the direction taken by the “Grit” Reformers of George Brown. His power to get other men elected by swinging his influence one way or the other is considered more significant than his own political career. He was elected as a Liberal-Conservative M.L.A. for Lennox, but ran as an independent in 1871 and was defeated. He tried again and lost in 1878. There is an excellent biography and description of the tangled political issues of the time written by James A. Eadie in the Dictionary of Canadian Biography. In Napanee, Stevenson is remembered for the fine Italianate residence built for him in the West Ward.

Occupation: At the time, law student. At the age of eighteen, Steven Willard was elected to the Amherst Island Township Council. Three years later, he became Reeve, making him the youngest elected head of a government in the history of Canada to that date. He was subsequently elected Warden of the County of Lennox and Addington. Steven Willard is now a prominent lawyer, a partner in Gowlings' Toronto office, practising commercial real estate, with a special emphasis on the purchase and sale of commercial and industrial properties as well as rentals, acting for both landlords and tenants. He also specializes in mining lands and riparian (waterside property) law.

Wilson, Uriah, Warden 1882

Occupation: Boot and shoe merchant, politican. Uriah Wilson was in every way a self-made man, and very proud of it. He attended public school in Napanee for a few years, but left before obtaining a certificate. Thereafter, he educated himself. After some success in municipal matters, he decided to try federal politics as a Conservative, and was elected to represent Lennox in 1887. He was defeated in 1891, but returned in a by-election in 1892, and then re-elected in 1896, 1900, 1904 and 1908. As expected from a successful entrepreneur, Wilson was suspicious of government subsidies and hand-outs as a waste of taxes. Another controversial issue of his time was immigration policy. The Canadian government tended to see immigration as a good thing for the economy, but Wilson’s constituents felt that immigrants competed for employment.
